Internal planning for Vera's question-to-validated-answer journey: create an
answer contract—including document type, validation scope, correction policy,
and professional-judgment policy—and source-backed generation instructions for
either direct Codex drafting or a ChatGPT Deep Research handoff. Codex performs
a separate semantic review of the prompt against the question and answer
contract; fixed checks cover only exact anchors, explicit controls, record
shape, and packaging.
