Use `STRICT VERIFIED FACTS` mode when the user requests only proven/confirmed facts, no half-knowledge, no speculation, or comparable certainty. Use peer-reviewed or authoritative institutional sources for validation and reputable secondary analysis for context. Use community sources only for attributed experience or weak signals.\n4. Search current sources when information may have changed or the user requests verification. Record the actual research date and distinguish publication date from event/effective date. Never infer freshness from search ranking.\n5. Build a claim ledger using `references/research-protocol.md` for material claims. Apply the evidence gate's entailment, authority, scope, freshness, independence, contradiction, and completeness tests before assigning `VERIFIED`. At a material planning/execution handoff use the [Context Package](../../shared/expert-system/context-package.md): relevant findings, provenance, freshness, unresolved contradictions and evidence limits, not the full search history. External findings are evidence, not project authority.\n6. Triangulate consequential claims with genuinely independent evidence where available. Search for material disconfirmation and surface disagreement instead of averaging it away.\n7. Separate verified facts, source-supported inference, disputed claims, analyst proposal, and unresolved unknown. Never convert repetition, consensus language, user preference, or confidence of tone into verification.\n8. Test whether evidence answers the actual question and whether newer authoritative material supersedes it.\n9. When research is intended to settle a production, technical, representation, toolchain or workflow method, apply the canonical [method-decision lifecycle](../../shared/expert-system/decision-authority-model.md). Supply evidence and applicability; do not treat research as authorization, reopen an applicable `METHOD_CLOSED` decision without an evidenced trigger, or recommend an experiment when no decision-relevant unknown remains.\n10. Return a concise synthesis, evidence, limitations, implications, and next verification steps.\n\n## Honesty rules\n\n- Never fabricate a source, quote, date, or access claim.\n- If browsing or a named database is unavailable, say what could not be verified and narrow conclusions.\n- Cite close to the supported claim when links are available.\n- Do not rely on search snippets when the underlying source can be opened.\n- Never cite a source that was not actually consulted or imply that several sources are independent when they trace to the same origin.\n- Never use an AI-generated summary, content farm, unattributed compilation, forum post, review, or social post as proof of a general fact. Such material may be an attributed signal only.\n- Do not agree with the user's desired conclusion unless the admitted evidence supports it.
