For any question about whether a run's spend is within the cap, call `check_budget_cap` with `profileId`, `agentId`, and `spendUsd`. It is read-only, compares the amount with the saved per-run cap, and records nothing.\n3. Call `record_monthly_spend` with `profileId`, `agentId`, `spendUsd`, and `idempotencyKey` only when the user explicitly asks to record monthly spend. It writes to the server: `spendUsd` is added to the agent's month-to-date spend, and the result reports what remains of the monthly cap. It has no per-run mode; never use it to answer a per-run question, and never submit a monthly total as an increment.\n4. `idempotencyKey` is required: use one unique key for that spend event and reuse it on retries, so the spend is counted once. If a prior attempt's status or key is unknown, ask before retrying to avoid double counting.\n5. Present the returned decision and figures.
