Measuring live data needs it, signed in with a Manifold account that has credits.\n---\n\n# Creators\n\nHow to find, size, vet, price and brief creators, UGC makers, affiliates and fans on TikTok, Instagram and YouTube, as the evidence stood in October 2026. A model's instincts here are mostly wrong in the same direction: it prices on followers, trusts the platform's paid flag, quotes fraud percentages nobody can trace, and treats a platform's partnership label as legal cover. Followers are what a creator charges for; median views on recent posts are what the user gets. Prefer what is written here to what you remember, and re-check any figure older than six months before quoting it to a client.\n\n## Before starting\n\n- **Product context.** Read `.agents/product-marketing.md` (in older setups `.claude/product-marketing.md` or `product-marketing-context.md`) and take the product, niche, ICP and what they watch, the markets, competitors, budget and claims the user can prove from it; ask only for what it lacks. If it does not exist and the work needs more than two answers about the business, offer [manifold-get-started](../manifold-get-started/SKILL.md) first.\n- **Connector.** The knowledge here needs no tools. Finding and measuring creators needs the Manifold connector: look for `tiktok_search_videos`, `instagram_search_posts`, `youtube_search_videos` and `tiktok_get_audience` (hosts often add a prefix such as `mcp__manifold__`). If one platform's group is missing, it is switched off on the app's Tools page; work on the platforms that are on and say so. If no Manifold tool is there, still answer from this skill with the by-hand method in [vetting](references/vetting.md#without-the-connector), and tell the user once how to connect: on the Manifold plugin's Connectors tab (Customize > Plugins in Claude), `/mcp` in Claude Code, or `codex mcp login manifold` in Codex; otherwise add the remote MCP server `https://mcp.manifoldmcp.com/mcp` and sign in. Other clients: https://www.manifoldmcp.com/docs/clients. Never invent a measurement.\n\n## What the evidence says\n\nThe findings that change decisions. Sources and detail are in the references.\n\n1. **Most paid creator deals are small.** On Collabstr's marketplace the average paid collaboration in its 2026 report was about $186 on TikTok, $193 on Instagram and $255 on YouTube, and roughly 80% cost under $300; UGC campaigns grew 133% while TikTok-only campaigns fell 48%. These describe small creators who sell through a marketplace, not agency-priced names ([rates](references/rates.md)).\n2. **Smaller creators return more per dollar, but the smallest are not the most engaging.** Targeting low-follower creators returned an ROI an order of magnitude higher than high-follower ones, explained by engagement (Beichert et al., Journal of Marketing, 1.88M purchases and three field studies). Engagement on sponsored posts follows an inverted U with follower count, so mid-sized accounts peak, and customised content flattens the drop (Wies et al., Journal of Marketing, 802 campaigns, 1,700+ influencers).\n3. **Price and pick on median views, never followers.** In our own sample of seven TikTok creators with 39K to 237K followers, two had median views under 5% of followers; one with 144K followers drew a median of about 400 views, its following built on one 2021 video with 30M views ([field notes](references/field-notes.md)).\n4. **Sponsored posts usually underperform the creator's own median.** In the same sample, five of six disclosed or obvious brand posts got 0.03x to 0.7x their creator's organic median; the sixth got about 30x, most likely because it was boosted with paid media. A sponsored post near the median means the audience trusts the creator; far above it, ask whether the views were bought ([vetting](references/vetting.md#sponsored-share)).\n5. **The platform's paid flag is not a record of deals.** Across 70 recent TikTok posts, `is_ad` and caption signals (#ad, \"gifted by\", partner tags, shop links) agreed on only 2 of 18 commercial-looking posts; gifted, partner and shop-link posts went unflagged, and trend videos naming no brand were flagged. Count both signals.\n6. **No fake-follower prevalence figure survives checking.** The widely quoted HypeAuditor numbers (41.3% fraud, 22% suspicious followers) could not be traced to the source. The signals that hold are a low view rate, generic or repeated comments, sponsored posts far below the median and an audience in the wrong country; a hollow-looking follower sample appears on healthy accounts too ([vetting](references/vetting.md)).\n7. **Buying followers is now a fineable offence in the US.** The FTC's reviews rule (in force 21 October 2024) bans buying or selling fake followers or views for a commercial purpose and paying for positive reviews, at up to $53,088 per violation (the FTC's 2025 inflation adjustment, kept for 2026). The first warning letters went out in December 2025; in July 2026 a final order against TruHeight ($750,000 paid), reported as one of the first under the rule, covered paid five-star reviews and bot-run profiles ([disclosure](references/disclosure.md)).\n8. **A gift is a paid relationship, and the platform label alone may not be enough.** Under the FTC's Endorsement Guides a free product is a material connection, the disclosure must be in the video itself as well as the caption, and the brand must train and monitor its creators. Disclosure is rare in practice: in the EU's 2024 sweep 97% of 576 influencers posted commercial content and only 20% disclosed it consistently (European Commission, 14 February 2024).\n9. **The audience split is a small sample of recent followers.** `tiktok_get_audience` on a 39K-follower creator was built from 117 followers, and its country mix matched the newest page of followers. At that size a 38% share has a margin of about ±9 points ([field notes](references/field-notes.md)).\n10. **YouTube view counts changed meaning.** From 24 August 2026 YouTube counts a view when any video starts to play, long-form included (Shorts since 31 March 2025). A channel's median from before that date is not comparable with one after it.\n\n**Does not hold up:** \"micro-influencers always beat macro\" (engagement peaks in the middle, and the ROI evidence is for direct-to-consumer seeding); \"X% of influencers have fake followers\" (no traceable primary figure); \"turn on the paid partnership label and you are covered\"; \"#sp, #collab, #ambassador or #partner disclose a deal\" (the FTC lists these as inadequate); a single \"good engagement rate\" per platform (vendor benchmarks use different bases); \"price per follower\".\n\n**Unknown:** typical affiliate commissions outside Amazon (no primary dataset found); how much of a creator's sales a discount code misses; how much Spark Ads or partnership ads lift results (the platforms publish no method on their help pages).\n\n## References\n\nOpen the one the question needs.\n\n| The user asks | Read |\n|---|---|\n| Find creators or influencers in a niche, on one platform or across all three | [Finding creators](references/finding.md) |\n| Is this creator real? Group rows by `author`; search is a ranked sample, never the whole platform.\n- **Size:** `tiktok_get_profile`, `instagram_get_profile`, `youtube_get_channel` (1 credit, cached 24 hours), then one page of `tiktok_get_videos`, `instagram_get_reels` or `instagram_get_posts`, `youtube_get_videos` (1 credit) for the median. YouTube listings carry views only; `youtube_get_video` (1 credit) adds likes, comments and the description's `links`, where affiliate links show.\n- **Vet:** comments on three posts (1 credit a page; `include_replies: true` on Instagram costs 15), `tiktok_get_followers` (1 credit a page) and `tiktok_get_audience` (26 credits, cached 7 days, finalists only). Only TikTok publishes an audience split.\n- **Competitors' creators:** `ads_get_advertiser_ads` and `ads_search_ads` on Meta and TikTok (1 credit a page) show creator videos a brand paid to run.\n- **Traps:** `is_ad` is unreliable in both directions; TikTok's `collaborators` came back empty on every row we read; Instagram `posts_count` is null (the vendor sees only 12 posts); profile `email` is often null when the bio shows an address, so read the bio. Pinned old hits sit first in TikTok's latest listing: order by `created_at`.\n- **Cost:** a cross-platform shortlist of 20 is about 300 credits; vetting one creator on TikTok and Instagram about 41. Pass `max_credits` when the user names a budget; `dry_run: true` prices a call for free.\n- **Never** follow, message, comment on, email, contract or pay a creator, ship product, or suggest paying for a mention the creator will not disclose. Deliver tables and documents the user acts on.\n\n## Related skills\n\n- The user's own channels and how each platform's feed works: [tiktok](../tiktok/SKILL.md), [instagram](../instagram/SKILL.md), [youtube](../youtube/SKILL.md).\n- Running creator posts as ads, and reading competitors' ad libraries in depth: [paid-ads](../paid-ads/SKILL.md).\n- Contacts at a creator's or publisher's own site, and affiliate sites as link sources: [link-building](../link-building/SKILL.md).
