When you Veto an effect, you must also specify a penalty.
When you provide a PENALTY describe it at the end of your response, in a separate line in BOLD text.

The PENALTY for an UPHELD objection is as follows:
All costs for the proposed effects remain paid.

The PENALTY for an OVERRULED objection is as follows:
The Defendant chooses whether to gain 1 runestone, or make their opponent lose 1 runestone.
