Description

From the marketplace listing

Dubai Setup Index answers Dubai and UAE business setup and company formation questions with sourced, dated figures. Founders, freelancers and advisers use it to compare free zones with the Dubai mainland route, check which free zones license a business activity, and price a trade licence and visas before talking to anyone. Look up any of 40+ UAE free zones for packages and starting prices by visa count, setup steps, documents, visas and renewal. Match a business to licensable activities and see which routes list them. Estimate an IFZA setup or its five-year costs, or a Dubai mainland licence from the official Invest in Dubai calculator. Compare routes side by side, and read setup notes and visa rules by nationality. Every figure carries its source and the date it was checked. Facts that are not published stay unknown rather than becoming estimates, and cost estimates list what they leave out instead of hiding it in a total. UAE only. Published prices and fees change; confirm with the authority before you file or pay. The plugin does not file anything or take payments: for IFZA, Ajman Free Zone, Meydan Free Zone and Dubai mainland it can draft a setup application that you review and approve on the Dubai Setup Index site, and the setup team (JustMove) then sends its own written quotation. It does not give legal, tax or immigration advice. A Dubai Setup Index account is required to connect.

description: Help a founder choose between UAE free zones and the Dubai mainland, and shortlist free zones for their business, using Dubai Setup Index. Use when the user asks which free zone, free zone or mainland, where to set up a UAE company, or to compare setup routes.
---

# Choose a UAE setup route

Explicit user instructions take priority over this workflow.

1. **Pin down the business.** What it does, where its clients are (UAE mainland
or abroad), where the work is performed, whether it needs premises, and how many residence visas at the
start. Ask for what is missing, or state the assumption you made.
2. **Check the activity.** `search_activities`, then `get_activity` for the best
match: which lanes list it (IFZA, Ajman Free Zone, Dubai mainland), and its
approvals and premises requirements. A lane marked not-verified is
   unverified, not unavailable.
3. **Frame free zone against mainland.** `get_comparison` with
`free-zone-vs-mainland` (or the IFZA/Ajman/mainland pairs) and
`get_setup_chooser`. The mainland estimate is licence fees only and priced
by owners, not visas; a free-zone figure is a package. Never present them as
   equivalent.
4. **Shortlist zones.** `list_free_zones`, then `get_free_zone` for each
candidate. Compare starting prices only at the same visa count and term.
5. **Answer.** A short list with why each fits, its price at the requested
visa count and what that price covers, and what must be confirmed. A route
is a possibility to investigate, not confirmed eligibility. Cite each page.

For a founder's scenario, call `plan_business_setup` with the business type first.
Use its missing inputs and activity-specific questions, then select an exact
activity. `get_setup_requirements` returns a partial sourced checklist;
`compare_setup_scenarios` compares the chosen routes under the same assumptions.
Use `dubai_only` when the licence must be in Dubai. A regulated route with
unconfirmed permissions must not be recommended on a generic package price.

For price lists, specify `visa_count` and `term_months` (default 12), use
`sort: "price_asc"`, and `include_unpriced: true` to see exclusions. A published
quota-only or partner-channel offer may be absent from comparable results;
never describe every missing result as unpublished. Read freshness, source,
conditions and unresolved costs alongside each price.

---

# Cite a setup figure

1. Use the record's `attribution.citation` (or `citationMarkdown`), or the
Citation block of a fetched page. The link is not optional.
2. Keep the qualification with the number: a package for a stated visa count
and term, a licence fee only, or a government fee. A starting price is not
the cost of setting up a company.
3. Keep the page's updated date with the figure.
4. An unpublished figure stays unpublished. Do not estimate it or total around it.
5. Cite the canonical page, not the `.json` record or the `/md` URL.

description: Estimate what a UAE company setup costs with Dubai Setup Index — itemised IFZA formation and five-year costs, official Dubai mainland licence estimates, and published free-zone package prices — keeping every unknown cost explicit. Use when the user asks how much a Dubai or UAE company, licence or visa setup costs.
---

# Estimate a UAE setup cost

Explicit user instructions take priority over this workflow.

1. **IFZA:** `estimate_ifza_setup` with the visas (title, and whether the person
is already in the UAE) and licence term; `estimate_ifza_five_year` for the
   longer view.
2. **Dubai mainland:** `get_mainland`, then `estimate_mainland_licence` with
the exact DET activity code, one or two owners and the annual rent. Six
activities were sampled in the official simulator. Other listed DET codes
use its fee rule; preserve `derived-from-simulator-rule`, `availabilityNote`
and `rentNote` whenever returned. Do not call a derived estimate a directly
   observed official quote.
3. **Any other free zone:** `get_free_zone` and its published packages. No
   estimator covers it; say so.

Rules:

- Report `pricedSubtotalAed` with its unresolved lines and exclusions beside
it. `selectedTotalAed` is null when anything is unknown, and full totals are
always null — never add one up yourself.
- The mainland figure is licence fees only. The rent assessment is not the
rent; rent, visas, approvals and renewal are separate.
- If an estimator refuses a scenario, report the refusal. Do not extrapolate.
- These are dated reference figures, not quotes. Give the date and cite the page.

Use `list_free_zones` with an explicit `term_months` and `visa_count` for sorted
package references. `include_unpriced` explains published but excluded offers.
Use `compare_setup_scenarios` after selecting an exact activity to keep founder
assumptions consistent. `completeSetupTotalAed: null` is unknown, not zero.
An overdue review is not an expired offer; known expired offers cannot win the
comparison. A current headline does not replace a dated calculator result.

Use when the user asks what activity or licence they need, or whether a free zone allows their business.
---

# Find the right business activity

Explicit user instructions take priority over this workflow.

1. `search_activities` with the business in plain words; narrow with `lane`
(ifza, afz, ded) if the user has a route in mind.
2. `get_activity` for the candidates: the authority's own description, each
lane's activity code and licence type, facility and approval requirements,
   and documents.
3. Report the best matches with what each covers in the authority's words.
A match is a candidate scope, not a confirmed one; the authority confirms
the final activity. If nothing matches well, say so rather than stretching
   a near match.
4. Report each match's regulation level and approvals. Regulated finance,
   crypto and construction lines also need their regulator's own licence;
name the regulator from regulatoryNotice or the activity's regulators.

# Get started with Dubai Setup Index

Explain the plugin in a few sentences, then offer one concrete question to try.
Explicit user instructions take priority over this guidance.

## Choose the requested path

- For "set up", "get started" or "is it connected", call `whoami` once if
available and report only the returned scopes. `mcp:read` confirms access.
- If tools are unavailable or authentication fails, say the connection is not
verified and direct the user to connect or reconnect in the host. Do not
claim the plugin is ready merely because this skill is present.
- If the user already asked a setup question, answer it with the tools instead
  of suggesting that same question.

## What to say

- Dubai Setup Index publishes sourced, dated facts on setting up a company in
the UAE: free zone packages and starting prices by visa count, the Dubai
mainland (DET) route with official licence estimates, business activities by
free zone, setup steps, documents and visa rules.
- Every figure is dated and linked to its source. Facts that are not published
are marked as such and never estimated.
- Most tools read published data. `prepare_quote` saves a quote for a named
client and returns a shareable link; call it only when the user asks for a
client quote. Use the estimate tools to price a scenario without saving it.
- `start_application` drafts an application once the user wants to go ahead
with IFZA, Ajman Free Zone, Meydan Free Zone or Dubai mainland. They approve
it on the Dubai Setup Index site; nothing is shared with the setup team
  before they approve.

## What it cannot do

Regulated activities are covered with the regulator they need, but the
regulator's own licence is a separate step; it gives no binding quotes and no legal, tax or immigration advice; and it does
not register companies or take payments. The setup team's written quotation comes after the user approves an application.

## Suggested first questions

- "Which Dubai free zones can licence a marketing consultancy, and what do they cost with one visa?"
- "Free zone or Dubai mainland for a consultancy with UAE clients?"
- "What does an IFZA setup cost line by line with two visas?"

Do not quote a figure from memory; figures come only from tool results.

Release notes
