Addresses the 12 October review rejection about tool annotations. All 13 tools explicitly set readOnlyHint, destructiveHint, idempotentHint and openWorldHint to booleans. Justifications (R=readOnly, D=destructive, I=idempotent, O=openWorld): read/find_ads/compare_countries/make_table/account_report: R=false,D=false,I=false,O=true; read public sources and append saved results/use allowance; retries can add results. list_watches/get_watch/whats_changed: R=true,D=false,I=true,O=false; retrieve only bounded private account records without checks or changes. watch: R=false,D=true,I=true,O=true; creates a persistent public-page check workflow that can send irreversible email alerts; identical settings reuse the existing watch. check_watch_now: R=false,D=true,I=false,O=true; retrieves the watched public page, records a new check/uses allowance and can send email on each run. pause_watch: R=false,D=true,I=true,O=false; cancels future checks, overwrites private watch state and discards in-flight results. resume_watch: R=false,D=true,I=true,O=true; overwrites watch state and restarts public-page checks and possible email alerts; repeated resume keeps it active. delete_watch: R=false,D=true,I=true,O=false; permanently deletes the selected private watch/check history and stops checks; repeated deletion is acknowledged without further effects. Scopes, ownership checks and OAuth safeguards are unchanged. Existing walkthrough/test cases are retained from 9 October, including honest regional extraction failures; they are not a fresh all-case pass.
