Resolve the user's economic boundary before invoking\n`$empire-review`, `$empire-handoff`, `$empire-image`, or `$empire-video`; treat\nthe result as enforcement data, not as a model-ranking hint.\n\nResolve the Empire Review root as the sibling `../empire-review` directory and\nrun its `scripts/empire_router.py` commands.\n\n## Interpret user intent\n\nMap language precisely:\n\n- `only` means `hard_lock`; never cross the selected lane.\n- `prefer` means `prefer`; use that lane when eligible and allow disclosed fallback.\n- `try first` means `try_first`; make one governed attempt before another lane.\n- `free` or `Absolute Zero` means `free` / `absolute_zero`.\n- `mid-tier` or `best value` means `value` / `value_paid`.\n- `premium`, `best`, or `frontier` means `frontier` / `frontier_quality`.\n- No explicit boundary means `auto` / `adaptive`.\n\nOpenAI models remain excluded because Codex is already the OpenAI lead.
