## Coverage labels

Use the most specific label supported by the story: Kuwait, Saudi Arabia, UAE, Qatar, Bahrain, Oman, or GCC. Global stories belong only when they have a direct Gulf impact.

## Palette

- Core navy: `#0B1F4D`
