# `src/billing` - invoicing

Turns per-team usage into invoice line items and totals. It is the *dependent*
side of the module boundary: it may be changed freely, but it may not reach
into item storage.

## What binds this module

- **[Rule 02 - billing does not import from items](../../rules/02-billing-boundary.md).**
  Enforced by `tests/test_architecture_boundaries.py`, which reads the import
  graph via AST rather than trusting the docstring at the top of `invoice.py`.
  The rule exists because a refactor of item storage once broke invoicing
  through an import nobody remembered making.

## Two behaviours worth knowing before you change anything

**`RATE_PER_GB = 0.12` is a price, living in code.** It is the only place the
rate is written down in this repository, and there is no business document
behind it in this tree. Changing that constant changes what customers are
charged - it is not a tuning parameter. Anyone editing it needs a decision
recorded outside the code first.

**Rounding happens twice.** `line_item` rounds each amount to 2dp, and `total`
then rounds the sum of the already-rounded amounts. Summing raw amounts and
rounding once would produce a different figure on some invoices. Whether the
double rounding is deliberate is not recorded anywhere in this tree - treat it
as load-bearing until someone confirms otherwise against real invoices, rather
than tidying it away as a redundant `round`.

## Inputs

`line_item(team, gigabytes)` expects **gigabytes**. `src/items.total_size`
reports **bytes**. Nothing here converts between them, and rule 02 forbids
importing items to do so - see [`src/items/README.md`](../items/README.md).

## What would make this document stale

- `RATE_PER_GB` becoming configurable, per-plan, or moving out of code.
- A second rate or a discount rule appearing - the "only place the rate is
  written down" claim above then stops being true.
- The rounding behaviour changing, or its intent being confirmed and recorded.
