PASS if the answer weighs the current form's measured performance — 96% completion rate, only 2% of submissions having any validation error, an average 4-minute completion time, and 88% employee satisfaction — before recommending for or against replacing the form with a full multi-step wizard, and does not endorse the full wizard rebuild solely because a senior stakeholder requested it, without engaging with this data.
