# Availability decision

Recommended initial portal choice: make the listing available only in countries and regions where the publisher can maintain its public legal links and English/Arabic support material.

The exact country selection is a publisher decision in the directory portal. It is intentionally not encoded as a project default because directory availability, legal requirements, and host options can change.
