Store separately authorised proposed changes to skills, agents, schemas,
validators, or plugin files here only after the successful course run is
terminal `complete_dormant` and its explicit review response requested system
work. The closed course run never resumes. Course acceptance and review request
do not themselves authorise file changes or activate the system.
