Treat advertising as an intervention in the timing or probability of purchase, recall, consideration, trust, or selection. Do not assume that all advertising has the same return period or can be compared by one metric.\n\nRead [references/investment-model.md](references/investment-model.md) for every substantive evaluation. Read [references/decision-branches.md](references/decision-branches.md) when distinguishing optimization from threshold defense or selecting tests. Read [references/output-contract.md](references/output-contract.md) before returning a complete recommendation.\n\n## Establish the decision\n\nIdentify:\n\n- Who must decide what and by when\n- The product, market, customer, and buying situation\n- The budget change under consideration\n- The probability or timing the advertising is intended to change\n- The evaluation period and expected lag\n- The acceptable loss, recovery time, and irreversible risk\n- Product, price, distribution, sales, experience, or demand constraints outside advertising\n\nIf the underlying sales problem or primary bottleneck is unknown, do not approve a large advertising change. Return to structural diagnosis or limit the answer to a provisional test.\n\nAsk no more than three questions that can change the classification or decision. Continue with labeled assumptions when appropriate.\n\n## Name the intended probability\n\nChoose the primary intervention target:\n\n- Bring forward an already-likely purchase\n- Enter or strengthen recall at a future category-entry moment\n- Enter the consideration set\n- Increase trust or reduce perceived risk\n- Change meaning, comparison frame, or category context\n- Maintain a baseline against forgetting or competitive pressure\n\nDo not use “awareness” as a complete objective. State what awareness is expected to enable.\n\n## Classify the advertising\n\nAssign one primary class from `investment-model.md`:\n\n1. **Current-value advertising:** buys time by accelerating existing demand through a known recovery path.\n2. **Non-current-value advertising:** buys a future option or probability such as recall, trust, or consideration entry.\n3. **Organizational advertising:** primarily buys internal reassurance, legitimacy, continuity, relationships, or institutional convenience while the market probability remains undefined.\n\nUse `defensive / maintenance cost` only as an operating tag under non-current-value advertising; do not create a fourth class.\n\nIf one plan has materially different roles, split it into components rather than forcing a blended label.\n\n## Test investment qualification\n\nFor current-value advertising, require:\n\n- Existing or identifiable demand\n- A defined conversion and profit path\n- Incremental or marginal return logic\n- Capacity, stock, sales, and value realization\n- A limit where additional spend no longer qualifies\n- Expected behavior when spend stops\n\nFor non-current-value advertising, require:\n\n- A defined future customer-state change\n- A plausible mechanism and relevant buying horizon\n- Leading signals and counter-signals\n- A theory of what persists after exposure\n- A review period matched to lag\n- A withdrawal or redesign rule\n\nFor organizational advertising, require transparent accounting as an organizational cost. Do not disguise it as market investment or assign invented ROI.\n\n## Separate optimization from defense\n\nTreat a response as an optimization problem only when changes are sufficiently observable, continuous, timely, and reversible.\n\nTreat it as a threshold or defense problem when:\n\n- Effects are delayed or small relative to noise\n- Loss may appear only after memory, distribution, or competitive position erodes\n- Recovery is slow or uncertain\n- Large cuts may cross a hidden floor\n\nFor defense problems, define a provisional safe floor, make small changes, monitor anomalies, and restore when the guardrail is crossed. Do not cut until sales reveal the damage.\n\n## Define return and evidence\n\nMatch return to the classification:\n\n- Current value: incremental conversions, contribution profit, Incremental CPA, Incremental ROAS, marginal return, payback.\n- Non-current value: recall, consideration entry, qualified direct demand, trust, future conversion quality, residual value, and independent business signals.\n- Defensive maintenance: stability bands, share and distribution context, competitive pressure, brand search or recall anomalies, and recovery risk.\n- Organizational: explicit organizational benefit and cost, separate from market ROI.\n\nDefine:\n\n```text\nIncremental effect = observed result − counterfactual result\nIncremental CPA = additional advertising cost ÷ incremental conversions\nIncremental ROAS = incremental revenue ÷ additional advertising cost\n```\n\nDo not treat attributed platform return, correlation, or MMM coefficients as causal truth.
