# GovTribe Capture Workflows
Before your first GovTribe search, read [Choose a search mode and write queries](https://govtribe.com/docs/govtribe-for-agents/guides/choose-a-search-mode-and-write-queries), unless already in context. Alternatively, retrieve it with `Documentation` using `collections=["govtribe-for-agents"]` and `article_names=["Choose a search mode and write queries"]`.
## Research workflows
Choose references that match the request. For follow-ups, keep the active opportunity and company context. Tailor reports to their intended audience: internal capture teams, partners or government buyers.
- **Find opportunities for our company or pipeline:** [Relevant Opportunities](references/relevant-opportunities.md).
- **Analyze an opportunity or decide whether to bid:** [Bid / No-Bid Review](references/conduct-bid-no-bid-review.md).
- **Who is the incumbent?** [Find Incumbent](references/find-incumbent-for-federal-contract-opportunity.md) traces the performing contract or order.
- **Who might bid, and how do we compare?** [Likely Bidders](references/likely-bidders.md); [Black Hat Review](references/conduct-black-hat-review.md) for competitor strengths and countermoves.
- **Find or assess teaming partners:** Adapt [Likely Bidders](references/likely-bidders.md) discovery to complementary capabilities and buyer access; use [Past Performance Match](references/past-performance-match.md) to assess candidates against the workshare they would cover.
- **Which past performance fits this requirement?** [Past Performance Match](references/past-performance-match.md).
- **Expand into a federal buyer office:** [Federal Buyer Expansion Plan](references/federal-buyer-expansion-plan.md).
- **Create or manage pipelines and pursuits:** [Manage Pipelines and Pursuits](references/workspace-pipeline-operations.md).
- **Review pipeline progress and missing opportunities:** [Review My Pipeline](references/review-my-pipeline.md).

# GovTribe Docs
Read the matching bundled guide below. For a named tool, a current argument or response field, or a page outside this collection, use [Documentation](https://govtribe.com/docs/govtribe-for-agents/tools/documentation-mcp-tool) with the exact article title or URL. Start in `govtribe-for-agents` for tool questions, `data-model` for record semantics, and `govtribe-user-guide` for product workflows and exports. Reuse guidance already in context.
Cite each guide or tool article you use in the final answer, using its canonical public URL supplied in the retrieved page or bundled reference.
If Documentation is disconnected, the bundled guides remain readable. Identify any current behavior you could not confirm. These are a curated offline collection; the full public documentation is available through Documentation or the linked website.
## Search and results
- Search syntax, modes, operators and identifiers: [Choose a search mode and write queries](references/govtribe-docs-choose-a-search-mode-and-write-queries.md). Name this exact guide when routing a search-syntax question, including route-only requests.

# GovTribe File Templates
## Template routes
Choose the guide matching the requested deliverable; continue a supplied form or selected working file without reselecting a library template.
- **Responses and buyer forms:** [RFI / Sources Sought](references/rfi-sources-sought-response.md), [RFQ Quotation](references/rfq-quotation-response.md), [Proposal Response](references/proposal-response.md), [Past Performance Narrative](references/past-performance-project-narrative.md), or [complete the buyer's original form](references/template-adaptation-and-revisions.md).
- **Compliance and response planning:** [Compliance Matrix](references/proposal-control-workbook.md) or [Annotated Proposal Outline](references/annotated-proposal-outline.md).
- **Capture decisions and briefings:** [Opportunity Brief](references/opportunity-capture-brief.md), [Bid / No-Bid Assessment](references/bid-no-bid-assessment.md), [Executive Capture Briefing](references/executive-capture-briefing.md), or [Teaming Partner Shortlist](references/teaming-partner-shortlist.md).
- **Company and market analysis:** [Company Profile / Due Diligence](references/company-profile.md), [Contract Awards and Spend Analysis](references/contract-awards-spend-analysis.md), or [System / Program Research](references/system-program-research.md).
- **Pricing and pipeline workbooks:** [Labor Pricing and Staffing](references/labor-pricing-staffing-model.md) or [Opportunity Pipeline Tracker](references/opportunity-pipeline-tracker.md).
Use `govtribe-govcon-writing` for narrative and capability statements; a company due-diligence report serves a different purpose.
## Select, adapt and check
1. **Select the starting file.** Required buyer forms take precedence. For a new library file, match the requested name, ID or deliverable in `assets/catalog.json`, then run `python3 scripts/resolve_template.py TEMPLATE_ID` from this skill's root. Verify the selected revision and copy its blank master; examples are illustrative. Exact-version selection and non-Python verification are covered in the supporting reference below.
2. **Adapt the selected file.** Read its completion guide and use the catalog's `domain_skill` for needed research, resolving resources from each skill's installed root. Reuse existing requirements, company evidence and accepted edits. Use native document, spreadsheet or presentation capabilities; preserve formulas and editable elements. Tailor content to the government buyer, internal capture team or prospective partner.
3. **Check the saved deliverable.** Reconcile sources, dates and calculations; recalculate workbook formulas and summary totals before rendering. Inspect the saved pages, affected sheets or slides using the adaptation checks below. Retain the editable source and matching exports. If native authoring is unavailable, provide useful Markdown, CSV or a slide outline and identify remaining file work.
## Supporting references
- [Template adaptation and revision checks](references/template-adaptation-and-revisions.md): exact template selection, existing drafts, buyer forms and saved-file checks.
- **Find supporting files:** [Search_User_Files](https://govtribe.com/docs/govtribe-for-agents/tools/search-user-files-mcp-tool). Use [Vector-store content retrieval](https://govtribe.com/docs/govtribe-for-agents/guides/vector-store-content-retrieval) for source passages and native file tools for originals, spreadsheets and images.
## OpenAI template files
Use the existing resolver with mounted files. If library files are not mounted, use [Template file access](references/openai-template-files.md) before adapting a new library template.

# GovCon Writing
## Writing routes
Choose the references matching the requested work. Reuse the current buyer, evidence, selected draft and accepted wording. For revisions, change the requested passages and preserve the rest; for review-only requests, return findings.
- **Write a technical, management, staffing or quality-control approach:** [Proposal narratives](references/proposal-narratives.md).
- **Tailor a capability statement or turn project experience into persuasive past performance:** [Proposal narratives](references/proposal-narratives.md). Match the buyer and the company's actual role.
- **Answer an RFI, sources-sought notice or market-research questionnaire:** [RFI and sources-sought responses](references/rfi-and-sources-sought-responses.md).
- **Fit an answer into a survey field or shorten it without losing meaning:** [RFI and sources-sought responses](references/rfi-and-sources-sought-responses.md) for field limits; use the relevant narrative or correspondence guide for other revisions.
- **Draft a cover letter, submission email or contracting-officer question:** [Official correspondence](references/official-correspondence.md).
Produce the requested words from available context; a capability statement or email does not require a solicitation. For missing solicitation requirements, use `govtribe-proposal-workflows` reference `references/solicitation-intelligence-and-compliance-extraction.md` from its installed root. Reuse an existing requirement map.
## Supporting references
- [Source authority and claims](references/source-authority-and-claims.md): conflicting requirements, missing facts, performer attribution and proposed commitments.
- [State and local adaptation](references/state-and-local-adaptation.md): buyer-specific terminology, forms and addenda.
- [Research sources](references/research-sources.md): official guidance when a procedural rule needs verification.
- **Create or revise a complete file/package:** use the relevant response guide in `govtribe-file-templates`, plus its `references/template-adaptation-and-revisions.md` for selected-file preservation and native format checks. Keep factual gaps and remaining file work separate from external copy; inline requests need inline text.
- **Find supporting files:** [Search_User_Files](https://govtribe.com/docs/govtribe-for-agents/tools/search-user-files-mcp-tool) and [Vector-store content retrieval](https://govtribe.com/docs/govtribe-for-agents/guides/vector-store-content-retrieval). Before a GovTribe search, read [Choose a search mode and write queries](https://govtribe.com/docs/govtribe-for-agents/guides/choose-a-search-mode-and-write-queries), unless already in context; alternatively retrieve that article by title through `Documentation` in `govtribe-for-agents`.
